E’ recentissima la notizia che il tribunale monocratico di Sciacca ha assolto l’ex direttore generale dell’ASP di Agrigento dall’accusa di avere omesso di procedere , nel 2016, agli interventi necessari per la messa in sicurezza del vecchio ospedale di Via Figuli, chiuso dal 2002, al fine di evitare pericoli alle persone che transitavano davanti l’edificio.
Non entro ovviamente nel merito di questa sentenza perché non conosco i contenuti del procedimento giudiziario, ma devo dire che la notizia ha subito attirato la mia attenzione perché avevo da poco scattato le foto che vedete in coda all’articolo e che documentano lo stato di totale abbandono in cui versa la struttura del vecchio ospedale, con tantissime finestre rotte e lasciate aperte, che consentono il libero accesso a volatili di più varia natura, che nel vecchio ospedale trovano così rifugio con il conseguente maggior deterioramento interno della struttura, a causa degli abbondanti escrementi che gli uccelli vi depositano.
Qui non si tratta di mancati interventi necessari per la messa in sicurezza, quanto piuttosto di mancato intervento a tutela del valore patrimoniale del bene immobile.
Chi è proprietario di un bene pubblico (in questo caso l’Azienda Sanitaria Provinciale di Agrigento) ha il sacrosanto dovere di curarlo, manutenzionarlo e tutelarne il valore patrimoniale, anche se l’immobile risulti non più utilizzato. Ciò al fine di consentirne un più rapido riutilizzo in caso di necessità, per preservarne il valore e per consentirne una più agevole ristruttutazione straordinaria qualora l’immobile dovesse essere adibito ad una diversa destinazione rispetto al passato.
Da più parti su è sempre guardato al vecchio ospedale, posto all’ingresso est di Sciacca e non lontano dal centro storico, per svariate possibili tipologie di utilizzo: trasformarlo in parcheggio multipiano potrebbe ad esempio risolvere molto problemi legati alla carenza di parcheggi e alla complicata viabilità cittadina.
L’immobile intanto rimane del tutto abbandonato a se stesso e funge al momento da rifugio per uccelli e qualche volta anche per migranti clandestini.
Abbiamo contato ben 30 finestre rotte e quindi aperte, poi abbiamo smesso di contare.
Ma non interessa proprio a nessuno?
E pensare che una buona gestione delle cose, e della cosa pubblica in particolare, dovrebbe iniziare proprio dalle piccole cose.
Ricordate la teoria sociologica delle “finestre rotte”? Ne abbiamo già trattato su questo blog, in parole povere è stato dimostrato con criteri scientifici che un luogo in cui le finestre rotte(anche di un immobile abbandonato) cominciano ad abbondare, allora quello è un luogo in cui il degrado ha fatto ufficialmente il proprio ingresso e non potrà che aumentare con il passar del tempo.
Come sta in effetti avvenendo nella nostra città.
Queste fote non evidenzieranno un reato, ma sicuramente documentano una pessima gestione del patrimonio pubblico e una totale mancanza di cura, e quindi di amore, per il bene comune di tutti noi cittadini.
Cosa si può dire!!! Chissà quanti soldi si spendono per affitti e le proprietà si perdono, ci starà qualcosa sotto? Quante vergogne, quanto sperpero in questa nostra città, non ce la meritiamo, comunque basta fare un giro e vediamo: San Calogero, Piscina alla perriera, il palazzo della piazza, le Terme, la strada della Foggia e poi non abbiamo neanche una stazione degli Autobus
