L’ Avv. Stefano Antonio Scaduto, presidente dell’associazione Centro di Studi e Cultura Politica Alcide De Gasperi ed ex candidato a sindaco di Sciacca, ci sta prendendo gusto ad indicare al Comune di Sciacca specifiche opportunità di finanziare opere pubbliche con le risorse europee del PNRR.
Quanto sia davvero gradita ad amministratori e dirigenti comunali questa funzione di pubblico “supporto consulenziale” assunta dall’esponente politico è tutto da verificare, ma sicuramente il contributo civico e politico di quest’azione intrapresa dall’Avv. Scaduto è pregevole ed anche concretamente importante per offrire all’intera cittadinanza una conoscenza delle diverse possibilità di accedere alle risorse finanziarie europee.
Questa volta l’iniziativa di Scaduto riguarda la possibilità di presentare domanda di partecipazione alla procedura indetta dal Ministero dell’Istruzione per la presentazione di proposte per la realizzazione di strutture da destinare ad asili nido e scuole di infanzia, da finanziare nell’ambito del PNRR con scadenza per la presentazione delle domande fissato entro le ore 15,00 del prossimo 28 febbraio 2022.
Ieri, con Pec inviate al Sindaco di Sciacca, al Dirigente del IV Settore- Lavori Pubblici, con competenza anche sugli edifici scolastici, al Dirigente del III Settore, Sviluppo Economico, con competenza anche sulla Pubblica Istruzione, l’associazione presieduta da Scaduto ha invitato il Comune di Sciacca ad attivarsi.
Nel documento si sottolinea che “è importantissimo che il Comune di Sciacca colga questa opportunità, data la carenza di asili nido pubblici e di adeguate scuole dell’infanzia”. La dotazione finanziaria complessiva dell’ avviso è pari ad € 3.000.000.000,00, di cui € 2.400.000.000,00 destinati al potenziamento delle infrastrutture per la fascia di età 0-2 anni ed € 600.000.000,00 al potenziamento delle infrastrutture per la fascia di età 3-5 anni.
Il 55,29% delle risorse per il potenziamento delle infrastrutture per la fascia di età 0-2 anni e il 40% delle risorse per il potenziamento delle infrastrutture per la fascia di età 3-5 anni sono destinati a candidature proposte da parte di enti locali appartenenti alle Regioni del Mezzogiorno.
Alla Sicilia sono stati destinati euro 276.497.798,61 €uro (DUECENTO SETTANTASEIMILIONI QUATTOCENTONOVANTASETTEMILA SETTECENTONOVANTOTTO EURO E 61 CENTESIMI), una cifra enorme, in relazione a tale Piano di realizzazione di nuovi asili nido e scuole dell’infanzia.
Sono finanziabili proposte progettuali relative esclusivamente alla nuova costruzione, sostituzione edilizia, messa in sicurezza, ristrutturazione e riconversione di edifici pubblici da destinare ad asili nido, servizi integrativi, comprese le sezioni primavera, e scuole di infanzia.
Il documento inviato ieri indica al Comune anche le modalità di presentazione: attraverso il sistema informativo predisposto, accedendo al seguente link del portale del Ministero dell’istruzione dedicato al Piano nazionale di ripresa e resilienza https://pnrr.istruzione.it/.
Altra informazione importante contenuta nella documento è che l’art. 18 dell’avviso prevede che specifiche azioni di “Accompagnamento amministrativo”e tecnico che gli enti locali possono attivare.
In particolare gli enti locali possono:
– chiedere al Ministero dell’istruzione, mediante apposita funzione attivabile dal sito https://pnrr.istruzione.it/, supporto amministrativo e tecnico in fase di candidatura;
– attivare richieste di assistenza telefonica dal lunedì al venerdì dalle ore 10.00 alle ore 13.00 e dalle ore 15.00 alle ore 18.00 ai seguenti numeri: 06.5849.5990- 5991-5992;
– attivare richieste di assistenza tramite mail all’indirizzo pnrr.ediliziascolastica@istruzione.it;
– chiedere al Ministero dell’istruzione, mediante apposita funzione attivabile dal sito https://pnrr.istruzione.it/, supporto amministrativo e tecnico in fase di attuazione.
Il Ministero dell’istruzione, in base alle richieste di supporto pervenute, attiverà azioni di assistenza e affiancamento.
Sono previsti, inoltre, webinar, incontri informativi e formativi sui territori al fine di consentire la massima partecipazione.
Alla luce di questo importante avviso di bando relativo ai fondi del PNRR destinati alla selezione di progetti per la per la realizzazione di strutture da destinare ad asili nido e scuole di infanzia, e considerata anche la possibilità di avvalersi di adeguato supporto tecnico ed amministrativo da parte del Ministero dell’Istruzione, l’Avv. Scaduto e la sua associazione ritengono che il Comune di Sciacca debba tempestivamente presentare domanda di partecipazione al bando, con tutti i relativi allegati, precisando che qualora si ritenga di non partecipare a tale bando, se ne chiariscano sin d’ora le ragioni.
