Con una lettera inviata stamani al protocollo comunale la Rete dei Procuratori dei Cittadini di CittadinanzAttiva – Sciacca ritorna sull’argomento della mancata attivazione della fase realizzativa di DEMOCRAZIA PARTECIPATA 2021.
Un argomento spinoso assai, perché a oltre otto anni dall’entrata in vigore della legge regionale siciliana sulla democrazia partecipata un Comune su quattro risulta inadempiente. Nel 2022 infatti sono state 96 su 391 (24,8%) le città che non hanno attivato i processi e sono destinate a perdere le somme disponibili. È uno dei dati rilevati e pubblicati, a conclusione dell’anno, da Spendiamoli Insieme, il progetto di monitoraggio civico sulla democrazia partecipata realizzato dall’associazione non profit Parliament Watch Italia (PWI).
Nella missiva odierna di CittadinanzAttiva si fa innanzitutto presente che i Procuratori dei Cittadini hanno già più volte sollecitato all’amministrazione comunale l’attivazione della realizzazione dei progetti di DEMOCRAZIA PARTECIPATA 2021, fra i quali c’è la proposta progettuale presentata da CittadinanzAttiva di realizzare il “Parco della Perriera”, risultata aggiudicataria del finanziamento regionale da tempo reso disponibile al Comune di Sciacca.
Tali richieste erano sempre rimaste inascoltate e prive di riscontro concreto. In ultimo, in data 26/09/2022, la Rete Procuratori dei Cittadini aveva anche inviato una “ingiunzione formale”, anch’essa rimasta peraltro senza alcun seguito.
Per quanto sopra CittadinanzAttiva richiede in via di urgenza un incontro con il Sindaco Fabio Termine, con l’Assessore ai Lavori Pubblici Gianluca Fisco e con il dirigente del 4° Settore Lavori Pubblici Ing. Gioia, per conoscere le motivazioni di tale stato di cose e per individuare, congiuntamente, le possibili soluzioni.
In mancanza, si legge nel documento, CittadinanzAttiva – Sciacca sarà costretta ad assumersi l’onere di far valere la responsabilità politica e amministrativa dell’eventuale perdita del finanziamento, per la dovuta restituzione alla Regione delle somme non utilizzate, a tutela del pubblico interesse perseguito dalle finalità normative e dal finanziamento in questione di DEMOCRAZIA PARTECIPATA, così come di altri finanziamenti della specie.
Ricordiamo infatti che il Comune di Sciacca ha finora restituito alla Regione tutte le somme relative alle precedenti annualità di Democrazia Partecipata antecedenti al 2021, per il mancato utilizzo delle stesse nei micro progetti civici presentati da cittadini e associazioni e risultati aggiudicatari del micro finanziamento regionale.
