L’espressione di questo titolo non sarà delle più raffinate, ma si sa che i modi di dire più popolari sono anche i più coloriti e significativi.
E poi è esattamente ciò che mi è venuto immediatamente in mente non appena ho letto il messaggio con il quale il vicesindaco Fisco annunziava la mancata ammissione ai fondi PNRR del comparto B di CDP SGR al della proposta progettuale per il complesso termale di Sciacca.
Quindi, vorrete scusarmi per l’apparente volgarità, che viene motivata anche dalla correttezza filologica: perché “essere con il culo per terra” è ormai un’espressione che è entrata nel linguaggio quotidiano italiano con il significato di esser messi male…
Ed è esattamente ciò che accade oggi alla nostra collettività dopo che è venuta meno l’auspicata possibilità di far ricorso ai fondi europei del PNRR per rimettere in sesto il patrimonio immobiliare termale, soluzione che assicurava tempi rapidi e definiti e sulla quale un po’ tutti avevamo fatto un più che giustificato affidamento.
In attesa di comprendere perché ciò non sia stato possibile, occorre prendere atto di un sostanziale punto e a capo, non senza tentare di utilizzare qualche vantaggio residuale che l’iter seguito può averci lasciato, come tra poco accenneremo.
Prima, ci sia consentito solo un breve accenno al tempo che si è nel frattempo ulteriormente perduto. Sì, perché questi ultimi sei mesi, dalla fine delle elezioni amministrative comunali ad oggi, avrebbero potuto essere utilmente utilizzati in maniera ancor più proficua se come comunità territoriale ci fossimo prima preparati a e poi presentati alla nuova amministrazione regionale con una ben definita strategia di rilancio termale, unitaria e complessiva, invece di puntare tutto sull’unico tavolo del fondo europeo comparto B gestito da CDP e limitarsi ad attendere quel che poi è stato un mancato approdo alla meta dei fondi PNRR.
E non si dica che questo è solo una argomentazione a posteriori, perché ServireSciacca lo aveva già richiesto a chiare lettere da tempo, anche a tu per tu con i nuovi amministratori e sollecitando un attivi coinvolgimento di tutti i comuni del territorio. Lo stesso sindaco Fabio Termine in campagna elettorale si era impegnato a cercare una convergenza di tutte le forze politiche, sociali ed economiche della città, come primissimo atto della sua possibile sindacatura, sulle due questioni ritenute di primario interesse quali terme e ospedale e terme, ma ciò in realtà non è poi avvenuto.
Oggi quindi, nel fare “punto e a capo”, ci sembra il momento giusto per dirci che non sarebbe stato affatto male affrontare prima entrambe le questioni con maggior vigore e con una visione a trecentosessanta gradi.
Detto questo, adesso bisogna ripartire con rinnovata intraprendenza e determinazione, perché solo chi si arrende può considerarsi sconfitto.
Quel che è stato fatto a qualcosa può ancora servire, ma con un approccio da parte dell’amministrazione comunale maggiormente coinvolgente delle forze attive della città e del territorio. Altrimenti si rischia di ripetere l’errore di isolarsi, già commesso in materia dall’amministrazione Valenti.
Innanzitutto, per la Regione siciliana le Terme di Sciacca adesso non sono più solo qualcosa di ingombrante, di cui non si sa cosa farne per assoluta mancanza di visione e di volontà politica. Adesso sono anche, e finalmente, una volontà progettuale e almeno tecnica di rilancio messa nero su bianco. Anche se non ancora dotata della forza di volontà politica di un intero territorio e di una visione completa di sviluppo turistico-termale.
Per la stessa Cassa Depositi e Prestiti Sgr le Terme di Sciacca non sono più qualcosa di nuovo e sconosciuto. Con essa il dialogo potrebbe anche non considerarsidel tutto chiuso. CDP Sgr gestisce infatti il FONDO NAZIONALE DEL TURISMO con due differenti tipologie di fondi: non solo il comparto B (fondi PNRR) ma anche il comparto A che ha due tipologie di mission: FT1 per l’acquisto di immobili da riqualificare con investimenti capezzale e impatto sul territorio, in partenership con gestori selezionati, prevalentemente leisure”; FT2 per operazioni prevalentemente di sale & lease baci per supportare la crescita e il consolidamento dei gestori nazionali.
È con FT1 che CDP Sgr ha già finanziato THERMAE BERZIERI di Salsomaggiore, gestore QC Terme, nel 2021. Con esso bisogna sottostare alle forche caudine dei tempi della politica, non si hanno le garanzie di certezza e di rapidità del PNRR, ma rimane comunque un percorso ipotizzabile da sperimentare.
Quel che occorre è quindi ripartire alla riconquista del nostro patrimonio termale e della sua più adeguata valorizzazione senza inutili piagnistei, coinvolgendo le forze sane della città e dell’intero territorio, attribuendo alla questione termale la priorità è l’importanza che merita, costruendo una strategia di salvataggio e valorizzazione completa, unica ed unitaria e facendo di tutto ciò il Comune di Sciacca principale protagonista, sia pure nella scomoda posizione di dover orientare l’azione di quella Regione siciliana che giuridicamente e di fatto rimane per il momento il deus ex machina del salvataggio e del rilancio del termalismo siciliano.
