Un importante confronto tra amministrazione comunale e commercianti del centro storico di Sciacca si è svolto oggi in aula consiliare su iniziativa del presidente della commissione consiliare Raimondo Brucculeri, che ha indetto la riunione dopo che 122 titolari di attività commerciali avevano inviato al sindaco, all’assessore al commercio e alla viabilità, al presidente del consiglio comunale e a tutti i consiglieri comunali il seguente documento:
In esso i commercianti tirano un bilancio definitivo (negativo) della ZTL così come realizzata nel periodo estivo e chiedono che la ZTL sia istituita solo ed esclusivamente con l’attivazione di alcuni servizi indispensabili e vitali per le loro attività commerciali, oppure soltanto in occasione di spettacoli o eventi di spessore che richiamino un maggiore afflusso di persone. Aggiungono altresì che certe iniziative vadano “CONCERTATE”, dichiarandosi disponibili per ogni incontro di collaborazione.
Noi di ServireSciacca non abbiamo assistito all’incontro odierno, perché né il presidente della commissione attività produttive, né l’amministrazione comunale, né l’ufficio di presidenza né i rappresentanti dei commercianti ne hanno avviso a tutte le testate giornalistiche. Considerata l’importanza dell’argomento, probabilmente sarebbe stato il caso. E’ nostra abitudine trattare di eventi nei quali siamo stati partecipi, ma considerata la rilevanza del discorso ZTL per il centro storico cerchiamo di trasmettere al lettore qualche utile informazione sui contenuti sviluppati.
Per i commercianti, tra le cause che aumentano in maniera vertiginosa la desertificazione del centro storico non si può che mettere al primo posto la mancanza di parcheggi, e quindi è fondamentale che l’amministrazione inizi a programmare, progettare e decidere come finanziare al più preso nuovi parcheggi. In attesa, occorre ottimizzare i posti auto che insistono nel centro storico e in particolare nella via Licata, trasformandoli a pagamento almeno nelle ore di apertura delle attività commerciali. Altra richiesta è quella di riaprire Via Roma al traffico veicolare, essendo essa l’unico collegamento con Via Vittorio Emanuele e di conseguenza con l’unico parcheggio al servizio del centro storico.
Pur non dichiarandosi in linea di principio contrari alla ZTL, i commercianti dicono tuttavia NO ad una ZTL come l’ultima in ordine di tempo durata quattro mesi, “senza nessun servizio, con una segnaletica fuorviante e con un orario ritenuto del tutto errato”.
Per questo hanno invitato l’amministrazione comunale “a non improvvisare un’altra ZTL con il fai da te, perché sarebbe devastante e segnerebbe la fine per molte attività commerciali“.
Da parte sua il sindaco Fabio Termine, pur dichiarandosi disponibile per ulteriori incontri di confronto e per eventuali rivisitazioni nel durante, ha indicato nella progressiva pedonalizzazione del centro storico un obiettivo irrinunciabile per la sua amministrazione, considerato anche gli investimenti che su questo fronte si stanno facendo: 50 mila euro stanziati per potenziare le corse dei bus navetta, 40 mila euro di dissuasori a scomparsa, i varchi della ZTL automatizzati, 60 mila euro per il decoro del centro storico. Anche la via Roma, ha detto Termine, rimarrà pedonale. Una amministrazione, ha concluso il sindaco, deve fare delle scelte con i fatti conseguenziali, ragion per cui su ZTL e progressiva pedonalizzazione non si tornerà indietro.
Come è evidente, posizioni molto differenti e distanti tra le parti, commercianti da una parte e amministrazione Termine dall’altra, che non sembrano poter fare da preludio a mediazioni e significativi punti di incontro.
Era presente tra gli altri all’incontro odierno il consigliere comunale Giuseppe Catanzaro, che nel pomeriggio ha emesso una nota politica con il proprio punto di vista:
“Si incontrino più spesso i commercianti, i titolari di attività, i residenti per condividere al meglio tutte le delicate fasi che condurranno alla progressiva pedonalizzazione del centro storico, come fatto stamattina. Lo si faccia da subito in vista delle chiusure previste per il periodo natalizio, evitando di adottare misure e modelli già sperimentati e poco funzionali. Stamattina è stata una occasione importante per ascoltare la categoria e confrontarsi sulle proposte in essere rivolte all’amministrazione comunale. Il sindaco, dal canto suo, ha delineato un percorso altrettanto chiaro, fatto di strumenti e tappe precise che l’amministrazione intende condurre nel 2024. Sarà l’anno della pedonalizzazione progressiva del centro storico, passaggio che sento di condividere e sostenere ma che, allo stesso tempo, ha bisogno di una attenta fase di gestione della transazione stessa. Il dialogo alimentato stamattina con le parti economiche e sociali del nostro centro storico dovrà essere elemento prezioso di tale gestione, soprattutto sulle scelte di dettaglio (orari, servizi, ordinanze, controlli) che riguarderanno le chiusure graduali di altre aree centrali. Nell’immediato, abbiamo un periodo natalizio da non steccare: le attività commerciali si giocano una partita troppo importante per far quadrare i loro conti e le scelte sulle chiusure di dicembre e gennaio è importante che siano oggetto di un confronto da svolgersi nelle prossime giornate a seguire, in attesa di tutte le novità che l’anno nuovo saprà portare con sé”.
